We strive to reduce the individual and societal harms of substance use, we promote knowledge-based policy and an open discussion atmosphere.

The Finnish Association for Humane Drug Policy (HPP) is an organisation advocating harm reduction, effective prevention and treatment methods and open discussion on drug policies. We bring together politicians, activists and experts to promote just and effective policies based on scientific evidence.

Established in 2001, we advocate a move from unjust criminal policies to effective social policies. Whereas other Finnish organizations exist with a focus on cannabis policy, we are the only Finnish NGO working towards a general drug policy reform. Our work is non-profit and we host seminars, discussion panels and other events on drug policy, as well as publish material on related issues.
